AAPM Application to ISO 9001:2008 & Public Private Partnership (P3)
International Standards unifies competency. Without standards accepted across an international market you experience limitations on project scopes. Most opportunities for P3 structures are found in foreign markets. ISO 9001:2015 specifies requirements for a quality management system when an organization:
a) needs to demonstrate its ability to consistently provide products and services that meet customer and applicable statutory and regulatory requirements, and
b) aims to enhance customer satisfaction through the effective application of the system, including processes for improvement of the system and the assurance of conformity to customer and applicable statutory and regulatory requirements.
All the requirements of ISO 9001:2015 are generic and are intended to be applicable to any organization, regardless of its type or size, or the products and services it provides. The function of ISO is to provide guidance to organizations seeking to adhere to recommended guideposts. The American Academy of Project Management (AAPM) has created a robust framework for accredited university degree holders that follow ISO accepted standards.
In a P3 environment governments are seeking active participants familiar with domestic and foreign affairs. Even state governments in the United States look to experts experienced in Federal regulations. The ability to transverse complex frameworks make a P3 project manager an effective consultant to governmental organizations. Communicating complex concepts to private parties require accountability measures. The AAPM is the confidence builder needed to certify competency and deliver a solid "reference". Governments are concerned with "credible" references. In vetting processes P3 contracts are concerned with third party authorities versus the profitable unlisted company. The ability to obtain certifications through recognized Self Regulatory Organizations (SROs) cannot be undervalued. The AAPM is your first step to establishing the professional reference required to qualify under a Request for Proposal (RFP).
Make sure you collect the experience, credentials and sit for the AAPM exam. If you have military training exemptions apply for training to obtain certain certifications. The AAPM exam is a robust examination consisting of subject matter areas concerning all phase of project management: 1) initiation, 2) planning, 3) execution, 4) monitoring & controls, and 5) closing. The framework is designed to comply with ISO 9001:2008 and its updated counterpart ISO 9001:2015. Remember P3 structures are concerned with SRO references. P3 is run by authorities. Make sure you build your reference book with leading authorities that hold relationships with regulators. Lack of preparation is the central focus of all missed opportunities.
